The source code of GNU Leg is going through some cleaning and being organized, but an older version of the package can be found on the main Savannah servers: http://download.savannah.gnu.org/releases-noredirect/leg/ (via http).

For example, to subscribe yourself to the GNU announcement list, you would send mail to <info-gnu-request@gnu.org>. Or you can use the mailing list web interface.
